FosterRear Adm. Foster is a native of Bristow\, Oklahoma. A Muscogee (Creek) Nation tribal citizen\, he graduated from the Naval Academy with a Bachelor of Science degree in General Engineering in 1992. He is Program Management Professional (PMP) Certified and a graduate of the Naval War College's Joint Professional Military Education.As a surface warfare officer\, he served aboard USS Shreveport (LPD 12) and as a department head at Combat Systems Training Group. He continued his service beyond active duty with affiliation into the Navy Reserve in 1999.Foster deployed four times in support of Operation Restore Hope\, Provide Promise\, Deny Flight\, Joint/Decisive Endeavor\, Partnership for Peace\, and as the Commanding Officer of Law and Order Detachment Hotel in Kuwait during Operation New Dawn. Operations at sea include the Atlantic and Pacific oceans and Caribbean\, Mediterranean\, Adriatic\, North\, Black and Red Seas.Staff assignments include Naval Sea Systems Command\, Naval Beach Group TWO\, Military Sealift Command\, U.S. Cyber Command\, U.S. Strategic Command (Center for Combating Weapons of Mass Destruction)\, Chief of Naval Operations (N4 and Director\, Navy Staff (DNS)) and the Joint Staff (J35S). He also served as the Reserve Littoral Combat Ship (LCS) Enterprise Director and as the Maritime Operations Center Director\, U.S. SECOND Fleet.
